Algeria is rich of a cultural inheritance which needs to be protected and safeguarded, but also to be rescued from oblivion from the ravage of time. It is an exceptionally rich inheritance which translates the fullness of a thousand-year-old history, shaped by multiple civilizations contributions, practices, traditions and customs which thrust their roots in a way of life reflecting the genius of the population. Among the features of the multiple personality of the Algerian is this attachment to the quasi-ritual celebration of the local customs and festivals which show the diversity of the Algerian cultural inheritance.Sometimes, this attachment was effected by time. So, a real work has to be done in order to revive, restore and anchor again this tradition coming from our deepest history and being an integral part of the collective conscience.

Being aware of the importance of tourism, Algeria decided to develop this sector in a global vision of "sustainability" in order to preserve "the ecological balances, the environment and the social and cultural integrity of the host populations ".

The sustainable development strategy f, adopted by the Council of Ministers in 2002, prefigures the establishment of a tourist industry. Three laws are being elaborated: sustainable development, exploitation of the beaches, studies of development of 19 zones of tourist expansion (ZET).
