غاشي، راشي وماشي.. ''مايد إن ألجيري''
مع دخول ''الحملة'' يومها السابع، بدا أن منطق ''الهملة'' هو الذي يتحكم في خطابات أغلبية منشطيها، حيث وأمام الخصم ''الغول'' المتمثل في نسبة المشاركة، راح معظم من وقفوا على المنابر يتحدثون بمنطق ''مايد إن ألجيري''، وكأنهم يخاطبون ''غاشي راشي'' وليس مواطنين.. المهم بالنسبة لتجمعات هؤلاء هو ملء القاعات، وبأي وسيلة كانت، ولا يهم بعد ذلك البحث عن نسبة الاستيعاب لدى مخاطبيهم، تماما مثل أصواتهم، المهم أن تملأ الصندوق بغض النظر عن درجة قبولهم للمصوت عنه.. هذه واحدة.
في ذات الإطار كشفت برقية وزارة الداخلية الموجهة للولاة الـ,48 أن ''تقارير أثبتت وجود تقصير خطير بعدة ولايات في مجال الاتصال بالمواطنين واستقبالهم والتكفل بانشغالاتهم ''، وتوعدت الولاة ورؤساء الدوائر بـ''المساءلة والعقاب لمن يثبت تقصيرهم..'' ظننت وأنا أطلع على فحوى البرقية أن ''الحملة'' أتت بـ''الصحوة''، وأن المواطن المغلوب، من هنا فصاعدا لن يكون في حاجة لمن يترجم انشغالاته للمسؤولين، لكن كم كانت خيبتي كبيرة بعد أن علمت بأن البرقية تخص فقط انشغالات المواطنين بالانتخابات القادمة، فالاهتمام بالمواطن وفق منطق البرقية، يكون ساعة الانتخابات، أما قبل وبعد ذلك فهو مجرد ''غاشي ''.. ماشي.. وهذه ثانية.
نعم، نحن نقر بأن رافع لواء تنشيط الحملة عليه تبني خطاب الحماسة وزرع الأمل في نفوس مخاطبيه، وحثهم على القبول ببرنامجه، لكن أن يصل الأمر إلى قول كل شيء ودون مراعاة لأي معايير في الخطاب، فهذا ما يمكن تصنيفه في خانة ''مايد إن ألجيري''. تخيلوا أن المترشح عبد العزيز بوتفليقة قال من منبر سطيف إن ''الإمكانيات والمرافق والتجهيزات متوفرة، ويمكننا أن ننظم دورتين لكأس العالم في آن واحد''. أظن أن ما قاله بوتفليقة يفسر لجوءنا إلى ملعبي زرالدة والدار البيضاء المعشوشبين اصطناعيا لاحتضان كأس أمم إفريقيا لأقل من 17 سنة، ويفسر كذلك عجزنا عن إصلاح عشب ملعب 05 جويلية لأكثـر من سنة، ويفسر كذلك ـ وهذه ثالثة ـ تشرد المنتخب الوطني بين الملاعب.
أما الرابعة فقد جاءت على لسان الوزير الأول الذي ''قاللهم أرقدوا'' حيث راح تحت هوس وحمى الحملة الانتخابية يتحدث من منبر عين مليلة مثله مثل ''ليميفري'' الذي يجهل كل شيء عن بلدة أجداده التي يحل بها كل صيف في رحلة مرافقة لأبويه. فأويحيى الذي يحل ربما بهذه المناطق مرة كل خمس سنوات ارتكب أمام ''الغاشي'' أخطاء في الجغرافيا والتاريخ، فأم البواقي كانت تابعة لقسنطينة وليس لباتنة، كما أن سد أوركيس الذي بلغت الأشغال فيه 40 بالمئة، قال بشأنه وزيرنا الأول إن الدراسة انتهت مؤخرا وسينطلق قريبا.. هي تصريحات ''مايد إن ألجيري''.

By reaching Day-7 of the election campaign, it seems that the majority of candidates’ speeches are blindfolded. The low turnout obsession, which is just like a “ghoul,” that frightens everybody, has pushed the majority of candidates addressing a made in Algeria speeches, as if they are talking to “rusted people,” rather than citizens!
The most important thing for them is getting stands of halls that host their rallies full; and it’s not important how much the audience have grokked their speeches! Polls should be filled, regardless how much voters accept the one they have voted for!
In this regard, a telegram sent by Ministry of Home Affairs to prefects of the 48 provinces, revealing that reports proved the existence of serious dereliction in several provinces when it comes to communicating with citizens and the way of receiving and taking care of their preoccupations. The aforementioned telegram warned prefects and sub-prefects of “accountability and punishment in case they are proven guilty.” At a first glance, I’ve thought the thing is about “renaissance” that has been brought by “the campaign,” and that the desperate citizen would no more need a mediation to expose his preoccupations to officials. Alas, I have been so disappointed when I’ve come to know that the telegram talks only about preoccupations of citizens during next Presidentials! According to this telegram, authorities are to take care of citizens only during next elections; while after and before this rendezvous he is to remain merely member of “wanderer people!”
Yes, I agree that any candidate should focus on adressing enthusiastic speeches and sowing hope in audience, and calling them accepting his manifesto. But I see that candidates start saying anything without respecting speech standards that made of it pure “made in Algeria!” Imagine that candidate Abdelaziz Bouteflika said in Setif: “Means, installations and equipments are available, and we can organize two world cups at the same time”!!! I guess what Bouteflika has said justifies resorting to stadiums equipped by synthetic-pitch in Zeralda (western Algiers) and Dar-El-Beida (eastern Algiers) to host Under 17 African Nations’ Cup! And it justifies the failure of renovating 5 July Stadium which is closed down for more than a year! It justifies also the vagabondage of national team from a stadium to another!
My fourth remark is to be devoted to Prime Minister who, under the fever and obsession of election campaign, started to talk, from Ain Melila, as if he is a national living abroad ignoring everything about the country of his ancestors! Ouyahia has made serious geography and history mistakes! Oum El-Bouaghi province used to belong to Constantine province, rather than Batna, and Ourkis Dam, of which works have progressed by 40%, rather than, as Ouyahia said, studies have just finished and works are to start sooner! Pure made in Algeria statements!
